The European Commission published two reports on Wednesday aiming at strengthening the European Single Market with measures to boost growth and enhance citizens' rights.
"Markets need to serve both the economy and our citizens. That is what defines our society," Commissioner for Internal Market Michel Barnier said.

Phillips had earlier ruled the ban unconstitutional in a case called Log Cabin Republicans v. United States of America, in which the gay rights group sued the government for violating the rights of gay military members to free speech and open association.
But the government argued that the policy was necessary to advance a legitimate government interest.
Last month, U.S. Senate blocked the repeal of the military gay ban in a procedural vote, a major setback for gay rights proponents.
A U.S. federal judge on Tuesday ordered the military to stop enforcing the "don't ask, don't tell" policy, which bans gays from serving the military openly.
Virginia Phillips, federal judge of the U.S. District Court for the Central District of California, issued an injunction, ordering the military "immediately to suspend and discontinue any investigation, or discharge, separation or other proceeding, that may have been commenced under the 'Don't Ask, Don't Tell' Act."
The ban, which was introduced as a compromise measure in 1993 by then-President Bill Clinton, prohibits homosexuals to serve openly in the military, and is a major contentious issue in U.S. politics.

AT least 10,000 people in a town in South China suffered drinking water shortages yesterday after excessive levels of manganese were detected in the tap water.
The city government of Lufeng in Guangdong said the amount of manganese found in tap water in Da’an reached 1.2 milligrams per liter Monday, 12 times the amount allowed in drinking water.
The cause of the contamination was under investigation and environment specialists from Lufeng City were conducting further analysis, said Huang Xianjia, a city government spokesman.
According to national standards for drinking water issued by the Ministry of Health and the Standardization Administration in 2007, the maximum allowable amount of manganese in drinking water is 0.1 milligrams per liter.
The local government put up emergency notices on every busy street in town Tuesday, warning residents not to drink tap water until further notice.
“We’re trying to remedy the situation and will keep you posted,” read a notice written on red paper.
Huang said the contamination was “not serious.”
“Tap water still appears clear with no odor. It’s safe for washing and bathing,” Huang said.
But a resident showed reporters two pails of water he stored Monday. Dark sediment was seen clearly at the bottom of the pails.
“It takes time for the mineral to settle and become visible,” said the resident, named Wang.
Wang and his neighbors have joined a rush to collect spring water in mountains near their homes.
“Many families have bought new pails. Some carry water on motorbikes while others use shoulder poles,” he said.
Da’an has several spring water sources nearby so drinking water is not an immediate worry, said Huang Zhenyu, chief of the local government.
He said police and market regulators had been told to watch out for price hikes as runs on bottled water and food were likely.
The manganese-tainted water was said to come from Da’an Waterworks, one of the two tap water suppliers in town. It provides water for more than 10,000 of the town’s total 50,000 residents.
It is the first manganese contamination case reported since the waterworks opened in the 1980s.
The cause of the contamination is still unknown. Town official Huang Zhenyu said there were no manganese processing plants or mines in the region.
He said lab tests were being conducted at other waterworks.
“If the water there proves safe, we’ll lay a new pipeline to divert water,” he said.

Last week little-known carmaker Zotye Auto became the first Chinese company to sell a purely electric car to an individual buyer.
Li Ziqiang, a Hangzhou resident, bought the 5008EV from the Zhejiang-based private manufacturer last Monday after leasing a 2008EV model based on the company's small SUV for six months.
In January this year, Zotye put 100 of its 2008EV model up for lease in Hangzhou to test them in daily use under actual road conditions.
Li paid 2,500 yuan a month to lease the car that would sell for more than 200,000 yuan - far more expensive than its 60,000-yuan petrol-powered cousin made by Zotye.
He said the car only cost him about 100 yuan a month for electricity. He made the decision to buy one after he learned about a government subsidy for new-energy vehicles, said a report of Qianjiang Evening News, a local newspaper in Hangzhou.
Eventually Li paid 108,000 yuan for the car, - not even half of its sticker price - thanks to the central government's subsidy of 60,000 yuan and an allowance offered by the Hangzhou city government.
A source with Zotye Auto told China Daily that the company recently began accepting orders for its electric models but without a uniform price, since various cities have different subsidies for green vehicles.
The source said 108,000 yuan was the price for just Li's deal.
Zhong Shi, an independent automotive analyst, pointed out that the transaction with an individual customer "should not be overestimated".
"The commercialization (of electric vehicles) not only depends on the unilateral will of manufacturers - support facilities is also a big issue, as is consumer perception of new products - plus the battery technology is not mature," said Zhong.
Shenzhen-based BYD Co, well-known as the electric car pioneer in China, has yet to offer its purely electric model e6 for sale to individual buyers. The company currently has 40 of its e6 models running on the streets of Shenzhen as taxis.
The company does plan to sell the e6 to individual customers later this year with the pre-sale price set at 300,000 yuan, said Xu An, a manager at one of BYD's public relations departments.
With a central government subsidy of 60,000 yuan and a matching amount by the Shenzhen city government, the all-electric model would cost about 180,000 yuan.
BYD started to sell its plug-in hybrid model F3DM in March at a sticker price of 169,800 yuan. After subsidies of 50,000 yuan from the central government and 30,000 yuan from the local government, the hybrid will cost customers nearly 90,000 yuan.
Dozens of the F3DM have been sold, said the company, without disclosing a precise figure.
